Cllr John Cotton
Leader, South Oxfordshire District Council
John was first elected to South Oxfordshire District Council in 1999. Between 2003 and 2009 he served as planning portfolio holder, delivering in 2006 the council's Local Plan 2011 and laying the groundwork for its 2012 Core Strategy.
He became Leader of the Council in 2014, taking on the planning policy brief. The council is working towards adopting it's Local Plan 2033 next year, planning for 23,000 new homes in the district to meet an OAN of 15K. Much of that housing will be provided in and around Didcot, for which the council has published a Garden Town master-plan and is seeking £1billion in infrastructure and skills investment.
His ward includes the village of Berinsfield, Oxfordshire where a community-led scheme for 1,500 homes was recently awarded £1m by the Estate Regeneration Fund.
John is a board member of the Oxfordshire Local Enterprise Partnership and is actively involved in work on an Oxfordshire/Cambridgeshire express-way. He regularly undertakes peer-reviews of other local authorities on behalf of the LGA.
Outside of the council, John works as a freelance software development consultant and is a non-executive director of several IT-related businesses.
